That would make sense as a reason and why you get instances like in the Netherlands and Spain where they hold certain annual festivals that always draws criticisms in the US of being black face and/or racist in tone.
Those festivals don't generate the same tone there because of cultural and origin differences although more people there have become aware in recent years of how those festivals can be seen as being racist.
