Apparently Vince didn't bother to inform XFL officials of his decision to fold the league until the day it happened according to the Observer Newsletter.

Vince went to WWE officials first to discuss what to do and then told XFL officials afterwards he was closing the league. Not even the #2 guy in the XFL was aware of what Vince was doing until it happened.
