I think it's because he basically admitted it.

The woman made her Twitter private, but she posted screenshots of Gallagher messaging with the person whose house the party was at and Gallagher was talking about wanting to apologize to her and stuff and asked the guy to ask her if she feels OK with Gallagher messaging her (she said no), though Gallagher also said that that he didn't remember it happening
