Go to Control Panel, then Ragional and Language Options and then click on languages.

Check both boxes under the heading "Supplemental Language Support". It will probably ask you for your XP CD to install too

A quick restart and you should be away.

If not though, in the advanced tab, theres a big list of languages to install, so you can install each language seperatly.
