As far as the tag division goes, they need to go back to the days of the original Hart Foundation, Demolition, LOD, the Rockers, the Bushwhackers, etc; as in pairs of guys with the same gimmick who are never without each other, and only have singles matches against other tag teams. They should never win singles belts, and be together for a good long time before splitting up. Hastily sandwiched pairs seldom work as actual tag teams, and should really be kept out of the tag title picture.
