In the same magazine they talk about your cars disappearing. It won't happen. Instead, police could come by and impound your car, in which you could go to the yard and steal it back if you'd like. That means if you spent 30 minutes customizing your car (don't know why) then you could just go get it back instead of having to worry about it being gone. As well as that, there are also tow trucks that will come pick it up and which you could also hijack and tow someone elses car as well. If they like it or not.
