He's OVW, Carlos Colon... son of Peurto Rican wrestling legend Carlos Colon sr., I believe.
His promo's on WWE.com, for those who haven't seen it... basically he's walking down a Caribbean boardwalk, big old afro, dress pants and short sleeve button down shirt... checking out some ladies, some badass swanky music playing in the background.
The whole time he's got a Scarface/Razor Ramon accent (hence "you" will be denoted as "ju"
)
"Ju know cool iss? Ju're lookin' at it!"
*comes to a fruitstand and takes an apple and takes a bite out of it*
"Cool is what ju make it."
*slams apple back down on the stand causing other fruits to tumble, grabs another apple*
"And there's no cool... like Caribbean cool."
*takes a bite out of the other apple*
"But some people... don't want to be cool."
*music stops, Carlito looks at the old man tending the stand*
