That was the major problem with the Goldberg/Lesner feud. Well...one of them at least. I love Cynick's idea of making most of the interpromotional matches between Raw and Smackdown be for bragging rights only (IE: Wargames, King of the ring finals match, Royal Rumble) and with only one month of real interpromotional feuds (Wrestlemania) I think we the fans could grow to expect a little interpromotional invasion time.
With the addition of the Raw Lottery the following monday night, we could get a real feel for a wrestling "season". One would assume that Wrestlemania would be the World Series or the Superbowl of the WWE, with the following night being the preseason draft. When February rolls around, Vince can declare that the wrestlers have free range over either show, but may not compete for the other show's titles. Of course, there's only be a half a dozen guys who would actually take the opportunity (it'll be an unspoken "coincidence") That way they guys with feuds at Wrestlemania can really hype the feuds up.
