Also though to me he is the premier Intercontinental Champion and the most legit contender for best character in WWE history that never won "the big one". You could have easily gotten Razor hot enough in 94-96 for a World Championship run. Especially with Shawn as champ if Razor had stayed.
Yeah man for years it's been Piper and Razor as the 2 guys who makes no sense they were never World Champ in WWE or WCW.
