No, the NFC Centreal never had 5 teams in the playoffs
(1div + 3 wild cards would be the max)
I do remember the AFC East having 4, I think it was the year before they changed the divisions.
What this does allow is a team in a weak division to make the playoffs, sometimes w/ a worse record then a team in another div that didn't make it.
