It doesn’t matter if Brock is the one to beat Roman. It makes sense in the context of the story. Brock is a legend, a first ballot Hall of Famer, active force and top babyface. You’re supposed to want to see him succeed. Most WWE fans probably do. It wouldn’t be a disaster like so many internet fans would claim if the babyface does go home having achieved his mission.

I don’t think they go that way. I think they’re going with this Roman thing at least until their next stadium show in about a month’s time. But Brock winning would not be one of the worst booking decisions of all-time or anything. Hell, it wouldn’t be the worst one from this month.
