It was still on the organic side, they weren't quite fucking with the streak numbers yet (multiple wins on every TV show from Nitro to WorldWide against guys like Blitzkreig or "Lightning Foot" Jerry Flynn to pad the resume isn't the same as just making up impossible numbers), he wasn't yet in the main event picture, so there wasn't much backstage politicking in the way of his clear upward momentum.

He was just allowed to be a "force of nature" in both gimmick and as a phenomenon of time and place. People were still allowed to buy into taking the ride.
