Caps do help teams, help them stay in business and stay competitive. Not a luxury tax like basketball or baseball, but a cap like football.
The tops players still get paid, but they also renegotiate to help the team. The Pats top stars do it all the time, Milloy didn't and got cut.
No cap on signing bonuses makes not sense... well, not a cap on the bonus but it should apply twords the cap.

that years salary + the signing bonus divided by # of years of the contract.
So, say 5mil a year for 5 years w/ a 25mil bonus.
The cap figure is 10mil/yr.
What then happens if you cut a player say after year #2, you don't get hit for salary, but you get hit for the rest of the bonus for a player no longer on your team.
Hockey needs a cap, to many teams don't make money and aren't competitive, good competition helps the league (look at the NFL)
