Hard to say whether it was to Piper's betterment to never really job to Hogan (even in the instance where he jobbed, he won first lol).
If he did job, would he have just been another villain of the week and not carried the momentum?
Then, there's the argument that almost every one of his damned programs had a fuck finish. He just stayed on cruise control, never really moving up the card.
I guess he wasn't going to be the top guy with Hogan there, so the holding pattern of "I'm a massive star but stuck in the midcard" was the best option.
