Look at the left side of the tie, right at the collar. You shouldn't see that much fabric. Also, he's not wearing a shirt that needs a tie. Either he has a misshapen head, or his tie isn't stright. Atop that, his collar should be kept down since he's wearing a tie. The jacket and the tie match, as ugly colors go.
