Here's what I think:

Survivor Series will be the only Smackdown PPV.

Raw will have Armageddon in mid-to-early December, and New Year's Revolution will be a Smackdown PPV in the last Sunday before the new year.

The Royal Rumble will be the only January PPV.

There'd be some random Raw PPV in Mid February and No Way Out (Smackdown) in the last Sunday of February.

This gives them at least a month (if not more) to completely build up Mania without any more PPVs, and hopefully after WM21 is done, Vince will take a look at the 2004-2005 fiscal year and realize that he should revert back to the one-PPV a month because nobody wants to buy 30 PPVs a year.
