Rock has always been pushed as being able to appear on both shows.
Rock has said he'll be back for January and then off February and then back for March.
I think Cena is a better choice than Orton because Orton has HHH as a lined up fued, whereas Cena doesn't have as big of a name opponent over on Smackdown. If HHH-Orton goes down, that would leave Rock open to put over Cena. That way you create two stars in one night, instead of just one.
