If you've seen the first Tough Enough you can clearly see that Nowinski was just as far as Maven was, that's was how Nowinski got signed a contract 'cause he had the full potential and WWE liked how Nowinski worked Tough Enough.
Carmella was signed because WWE liked her mic work. It has nothing to do with being playmate of the year. Plus, I think Carmella plays a pretty good heel.
Oh, another example, Victoria didn't have any wrestling skills when she got signed to WWE. Before WWE, Victoria was a cheerleader for the NFL and WWE signed her to be part of Godfather's hoes, WWE liked Victoria so they sent her to OVW to learn some wrestling skills.
