Actually MTV or MTV2 had a whole special show on the issue. I think it was Sway (For those that don't know he works for MTV) who hosted the show and also said that comment. But, it is true that Kerry plans on cutting the cost of funding into the war on drugs due to the reasons previously stated.
He didn't say "you people" though if that's what you were refferring to...
