I don't think it'd get more ratings. Going on TV and saying something like that is like saying "Ok, we understand that in terms of ratings nobody watches us, and you all have your reasons for not watching us, but rather than making the product better, we're gonna give you an ultimatum: Watch us and we'll get more entertaining. Don't watch us and we'll keep showing crap."
