Because they are the limitations that Me and Dave discussed and set. We're not changing it just because one poster bitches about it. If you think it's unfair, don't join, simple as that. Also, i'm pretty sure I mentioned that 500 has always been the limit, and we're keeping this as close to the original Tipsters League as possible.
