That being said, I can see Stern challenging it, simple because he doesn't want a precident where the arbitrator can over-rule the nba's suspensions.

1. The guy was on the court
2. He was looking for a fight
3. He was winding up to punch a player
Thats justification to take him out IMO. And a punch was excessive which is why he deserves 15 instead of 5 or 7.
Of course Stern will appeal it. Ratings are nice but sending a message to players and fans that this kind of stuff isn't tolerated is more important.
