Holy crap it worked like 15 new territorries popped up, well here is what to do. Grab a plane (I used a Shamal) and fly to the southeast corner of the map for 20 minutes, I used the edge of something to hold the X button down, then find someway to die (drowning, nosedive the plane, anything) then when you reappear at the hospital check your map and yo should be in for a good suprise. The new territorries tend to spawn in northern Los Santos (blueberry, red county, etc) and San Fierro.

Well, been playing for awhile and noticed a few things you guys might like to know. The territorries sometimes spawn in weird places which have no people at all, such as the whole country region where Cataline lives is now controlled by the Vagos, Easter Basin naval base is now Balla turf, etc. Anyways, normal places that are transformed into territorries have very few gang member population, which means you're going to have to drive around for awhile before finding enough gang members to provoke a gang war. Also, drug dealers now spawn in these new territorries, however they look different most of them look like bikers...
