Even though he's won against them, it hasn't been credible. Sure, heel champs are supposed to cheat, but they're also supposed to be credible before they get the belt, and JBL has still yet to pick up a CLEAN PINFALL against a midcarder or above.

He might have pinned Hardcore Holly... and that'd be about it. The closest he's come would be squashing Rey Mysterio, but that was when he was firmly in the CW division.
