All you have to do is open one window in the wrestling forum and another in the discussion forum, surf them simultaneously for a few moments, and you'll get your answer. In the wrestling sense, JBL doesn't have a wide moveset and isn't a technical genius, so to some, he doesn't deserve a title. And as much as everyone in this category will deny it, a lot of people dislike the guy personally for his politics. He's an outspoken conservative Republican redneck Texan, and that's not something that most of the visitors to these boards are going to like; and the fact that his gimmick contains a thinly veiled allusion to Bush doesn't help their opinions at all.
JBL is everything a heel champion should be. He gets every kind of heat imaginable, he can tell a story in the ring, and he can cut a slick promo. He's not written to get clean victories because he's the consummate heel. When people say "WWE doesn't create enough stars," a lot of times what they mean is "WWE doesn't create the kind of stars I want," aka the main event cards arent all Benoits, Jerichos, Gurrerros and Angles.
Oh and btw, I wouldn't count on JBL dropping the belt at WM21. If you look at the record since the roster split, both times the true main event slot has seen a title change (Angle/ Lesnar and HHH/HBK/Benoit,) while the secondary title match has been a retention (HHH/Booker T, Gurrerro/Angle.) Unless JBL is booked against someone like Cena (I can't think of another real face rising star on SD), I wouldn't count on a title change.
