Those rules AREN'T needed.

1) You should be allowed to attack people. I mean, not as in that's all you do. And not an OSBD. But you should be allowed to do it to further feuds and stuff.

2) You CERTAINLYshould be able to actually interact with people. I mean... that's what it's all about!
