I hate to say it, but Critics these days are far too positive. Thanks to corporate influence, it's hard to get a job if you pan the new Hollywood brainchild. However, the box office ratings don't follow the hype, and the fans don't seem to be into him.
Also, critics AREN'T psychics, as someone else noted. Critics loved the record Schizophonic, a record that was so poorly received by fans it went out of print
the same year it was released.
Honestly, to nick a line from the Rock, "It doesn't matter what the critics say!" Unless the fans also concur. The Rock's done some decent movies, and I'm not going to pan him, but people haven't been overwhelmed. Maybe he'll have a breakway role or two that really sets him up as the next action star, but nothing he's done so far really puts him in that league.
Honestly, I hope he succeeds. I've liked his action roles. He's not the world's greatest actor, but who fucking cares?
Meanwhile, who can blame him for not wanting to do B-Movie WWE Flims movies?
