Bring in twin wrestlers. Have them wear one set of clothes for the both of them, giving the appearance that they are conjoint (and they, and everyone, will act like they are, cause that's the gimmick).
One side will be heel. The other side will be face.
Before they even have one match there is a big legal dispute over whether they can compete at all. For in tag matches it would mean both of them would always be in there at the same time. For singles matches, the same thing, they just wouldn't be single.
