look at this opponents..

Jimmy Snuka (long after snuka had any real credibility as a star)
Giant Gonzales (no words needed here)
King Kong Bundy
Psycho Sid Justice (World title match, but cmon, eh)
Big Bossman

I know hes beaten Flair, HHH, Jake the Snake, Diesel, Kane a couple hundred times, but they just arent the great wrestlemania moments that come to mind)

Im an undertaker fan and all, but i cant call him Mr Wrestlemania before the other 3
