That really doesn't say much. It's like saying he's the most intelligent man in Alabama, it's pretty easy to do. WWE is arguably at it's lowest point ever in many aspects, and he's on top - big accomplishment. Lift him up and put him in a time when wrestling had a plethora of actual talent, and he'd be lost.
When you're desperate to explain your stance, this might just be the best he could come up with.
