It's always better to have a heel as a champ because it makes viewers tune in to see if the good guy will be beat the bad guy who steals victories anyway he can. Who else on Raw are you going to have do it? Edge? Yeah, right. Ric Flair? Great past champ but even Flair understands the buisness needs to progress. Kane? He's lost so many matches really nobody really takes him seriously. Plus the last/only time he was champ was in like 1998, seven years ago. Christian? He's good and a heel champion in the making but his time isn't right now. He needs more build up. A heel Randy Orton? He might be able to get away with it but from I've read he wants to stay as a face and the fans are responding to him less and less. Who's left? Sylvan Granier? Rob Conway? Tomko? Snitzky? HHH is the best heel (including mic skills, ring ability, and ring psychology) on Raw right now and that's why he's the World Heavyweight Champ.
You have a very good point. Though he could be holding some people down, like Kane, HHH is the best there is right now.
