R u trying to insinuate some sort of theory that he has held ppl down. I think the only reason he is the top heel is b/c
1) Out of the Heels available in sept 2002 he was the best choice for champ
2) He is a safe choice to put the burden on for the WWE, he has been relatively consistent for the past 5 years
