Here's another thought: it looks like they're pushing Rey into the main event scene. Why not push another former cruiserweight champ in Chavo Guerrero?
Smackdown needs a few more upper midcard heels. Chavo's a natural heel. Hell, in his most recent heel turn, all he had to do was act heel and he got heat.
