Everyone has a set "rep" power. Everyone has some base value. Admins start out with a bit more, unless someone editted that in the AdminCP. Every so many posts, so many rep points, and so long you've been at the board, your rep power decreases. Of course, if your rep goes down, your rep power will decrease.

I THINK I remembered most of the rep information with that, but I'm not 100% sure.
