This is only happening because Selig and baseball looked so bad this week in comparison to the NFL in front of Congress. Hell, they had Senators giving sound bites thanking paul Tagliabue because, unlike baseball, "he knew what the hell was going on."
Plus, in the NFL, a positive test gets you put out for four games, a quarter of the season. So a 10 day suspension in a league with 162 games doesn't seem to be anything at all.
I hope this policy passes. It bothers me that basically any player of the last 20 years or so ha been put under suspicion by those who cheated.
