It's not necessarily just graphical power (though they make it seem that way), it also has to do with what it can handle doing. For example how many enemies, with intelligent AI, it can handle on screen at once. Being several times more powerful than the Gamecube isn't horrible, but giving yourself a much less powerful system seems like shooting yourself in the foot before the race. If a developer is making a great game and wants it to be cross platform, they don't have any contstraints when thinking about think about what they can do for ps3 and 360. However, they could potentially run into a situation where they either have to water it down for Revolution, or not offer it at all for that system.
