In order for a decent match at Wrestlemania to involve a heel, the champion would have to be a face, and would have to be the champ for a minimum of two months (starting in Janurary and possibly losing the title at Mania). No problems there. Batista's been champ for two months already. The problem lies in the buildup of the match. Are we more likely to have a better buy rate with the heel who's been trying to strike at the championship for two months, or a face who has been getting ready to take down the evil champ for two months?
With the two belts, you could say, "Sure, go ahead. We'll have a babyface take out the mega-heel for the other championship." but that babyface won't have the Rumble Win behind him. He's lost some credibility there already.
I'm not saying it shouldn't be done. I'm saying that it's hard to do. Having a heel win the rumble requires that the heel do something really nasty to win (IE: Mr McMahon), Face another heel at Wrestlemania, but turn face quickly after the win, ala Orton. Or have the heel built up as the most unstoppable force to be reconned with and have him destroy his way to the champ at Mania (IE, Kane).
And I think if any Heel could win it, it'd be Angle. He's made quite a name for himself in the past few rumbles, and I'd love to see him be the man to beat instead of the man who consistantly makes it to the final 4.
