Somebody's Gotta Die does not have that much rep yet (10+)
I'm definitely agreeing with you here... Due to the huge buyrate and success of the show, they could surely build a solid roster to compete against RAW... Instead of RAW vs. SD!, maybe a little WWE vs. ECW...

I'd build the ECW brand around a lot of key stars...

Impact Players (Storm retiring though, but a short run w/Credible would help build up the brand)
Tajiri/Whipwreck (give Whipwreck a little run before he officially retires)

It's perfect to get some money out of people like Al Snow, Richards and Nova considering they contribute nothing significant to WWE TV at this point...

Assuming these guys will be competing against a roster with the likes of Kurt Angle, JBL, HHH, HBK, Edge, Christian, Cena, Batista, UnderTaker, Show and Booker, they will need to bring a lot more to the equation... Guys like Sabu, Sandman, Dreamer and Storm won't be around permanently...

ECW has seemed like a good way to showcase international guys... Japanese and mexican... Seeing a couple of WWE guys moving to ECW could be possible... Obviously nobody like JBL or HHH, but a Batista perhaps...
