I think Edge should be able to use the contract anytime he wants. Edge wouldn't have been able to use it on SmackDown! because it is a different General Manager. Teddy Long never sanctioned the Money in the Bank Ladder Match, Eric Bischoff did.

Think about it, if you are Eric Bischoff, and you make a match where the winner gets a title shot on any RAW sanctioned event up to, and including, WrestleMania 22, would you discredit that title shot simply because there is a different Championship belt on RAW? Teddy Long probably would just to shit all over RAW, but Eric Bischoff holds the power in his hands, and I seriously doubt he would screw one of his employees out of a RAW World Title shot that they earned, especially when he wants Cena to lose the WWE Title.

That's in a kayfabe sense, though. The real WWE writers are idiots and probably have forgotten who Edge is.
