Film Noir was still in style in the days of color cinematography. It's still got a cult following with those who are fans of pulp.
Almost any time film noir is emulated, it is done so in black and white and is STRONGLY associated with it, though there were color film noir movies (Primarily in the detective genre). This predates Sin City, though I'm sure an expert such as yourself knows that.
Besides, the intent was for a tag line for a joke, not accurately descriptive nonclemature.
