You stupid dickhole, Liverpool weren't classed as an English side because they have no country protection. They didn't qualify as a team put forward by the English FA, but as winners.
What the fuck would it even mean if Liverpool had no "country protection" if another English side couldn't draw them because they did? Are you really that fucking stupid? Does it not even look a little bit stupid when I put into words for you there?
In short: Chelsea could not be drawn against any other side designated as an English qualifier or in the same seed group as them.
