Its pretty much a catch-22 situation.

The division is shallow because WWE keeps calling up people who actually need more time in NXT. Instead of helping them develop with quality tv time and feuds on the main roster, they either get rushed into a spot and then discarded after Creative gets bored or get nothing at all and don't improve.

Add in WWE's obsession with Charlotte and Alexa Bliss hogging the spotlight and the situation becomes even more dire for almost everyone else in the division.
