Yeah she did get better near the end but for similar reasons as others from that era. Pretty much if you had a decent title reign and/or were on tv a lot, you were going show signs of improvement.

Some didn't carry it over when their reign ended or tv time diminished (ex. Bellas, Eva Marie) while others kept gradually improving (ex. Layla, Eve).

Think the latter half of Eve's career also coincides with Fit Finlay's real control of the division and push to improve their in-ring skills. Before Sara Del Rey/Amato, he was the division's most influential person for trying to improve its perception in the WWE.
