Hogan was a master politician. He was really good at picking his spots, knowing when to be on television and when not to be. He would do strategic jobs that would make it look like he was helping a guy out, but would really be setting them up to either fail, or at least not succeed on a level where a company ever felt secure in their decision to drop emphasis on Hogan.
It wouldn't surprise me if Hogan knew that Kidman would
never be a top guy, so he felt that putting him over would come off as comical and never sacrifice much ground while still technically doing his duty.
