I actually disagree that SmackDown is good at moving their pieces around. I think they just randomly shove people into WWE Title matches and hope for the best. I know it's the darling show at the moment, but it's hard to get enthused about Ziggler and Ambrose as main event stars when they spend so much time swapping mid-card titles with The Miz.

I do honestly think it would have been better once Ziggler had won the IC Title for him to put it on the line against Styles in an "All or Nothing" scenario for him and Styles to walk away with all the gold and all the focus as the male singles champion on the show.
