I think it was mainly a 90's marketing thing. "People love this villain. Let's make him an anti-hero and give him a mini series. We'll make bank!"

Feel like now, it's done more to tell a story and evolve the character.

In Doom's case, he became god of everything and yet it did nothing to fulfill him, so he has had an epiphany and come to the realization that maybe trying to better the world will satisfy him.

So he's not doing it for completely selfless reasons. And he's still egotistical Doom. He's not all of a sudden humble. He still arrogantly believes he is the one to save the world.
