I assume it means the carry over from ME1 or ME2 won't be of any real benefit (ex. ME2 starts at Level 5 if you had a ME1 save) and to make the game "longer" with the new difficulty spike. Might be related to how Halo's Legendary got tougher for each new game in the series (Reach gives an achievement for surviving Legendary by yourself).

They basically hinted in order to actually beat ME3's Veteran difficulty, you need to play the co-op missions to unlock some special benefits for solo. Its also their way of pushing the multiplayer aspect in a series that used to be solo-only.

It won't because the "Horde" mode doesn't support split screen nor any local co-op from what was either revealed before or from the beta.
