Maybe the plan for the Superstar Shakeup (provided they haven't just forgotten about it), is to have Raw and SmackDown unified, so the big "shake-up" is getting SmackDown guys on Raw and Raw guys on SmackDown, with some NXT and NXT UK talent getting called up?
