It depends. Sometimes you get a complete game, and then they add on to it. Witcher 3, Tekken 7, etc. Games that have a wealth of content at launch and add on what wasn't in the budget to be put in from the start.

But you've obviously got people abusing it and cutting content to sell it later and milk more profit. As well as all the aggregious micro transactions.

But it' s not an inherently bad system.
