Considering NXT is still a big money sink for WWE, I'd assume its just too expensive on WWE's end to expand NXT into a weekly main roster tier brand and touring.

Just the costs for tapings alone would skyrocket if they had to hold it weekly instead of monthly and if it was held live.

WWE did try a similar idea with 205 Live by trying to spin it off into a legit third brand but the added costs and a bad initial tour pretty much killed that idea.
